Project to Scale up HIV/AIDS
Treatment, Prevention and Policy Efforts in Jamaica
n 2004 the Global Fund to Fight AIDS, Tuberculosis
and Malaria approved a grant of US$23.318 million
to the Jamaica Country Coordinating Mechanism for
HIV/AIDS Response. The Jamaica HIV/AIDS Prevention
and Control Program of the Ministry of Health is
the principal recipient of this grant, and sub-grants
are provided to thirteen sub-recipients, including
the Jamaica Network of Seropositives, Jamaica AIDS
Support, and the National AIDS Committee.
Using a multi-sectoral approach, the project will
support the National Strategic Plan, by increasing
HIV/AIDS Treatment, Prevention and Policy Efforts
through:

Component 1 - the provision
of Antiretroviral drugs to both children and adults
with HIV/AIDS;
-
Component 2 - the promotion
of safer sex practices, including abstinence,
among sub-populations and marginalized groups;
and
-
Component 3 - the development
and implementation of policies and legislative
framework specifically addressing stigma and discrimination
aimed at PLWHA and vulnerable groups.
The Treatment and Care component which accounts
for approximately 70% of the total project budget
encompasses three (3) objectives:

Objective 1 - To improve
the availability and quality of monitoring and
diagnostic services for PLWHA of all ages

Objective 2 - Island wide
provision of adherence counselling and psychological
support
-
Objective 3 - Provide Antiretroviral
therapy to PLWHA of all ages
The Prevention component which receives 19% of
the total budget has three main objectives:

Objective 4 - Increase
safer sex practices and improve attitudes and
behaviours among vulnerable high-risk groups.

Objective 5 - Delay sexual
initiation, promote abstinence and increase condom
use among sexually active young people

Objective 6 - To increase safer
sexual practices and improve attitudes and behaviour
in the general population, including persons with
disabilities (physically and mentally challenged)
The Policy component with approximately 11% of
the total budget supports the following objectives:

Objective 7 - Improve the
protection of the rights of persons living with
or affected by HIV/AIDS by developing a comprehensive
policy framework

Objective 8 - Reduce stigma
and discrimination against living with or affected
by HIV/AIDS through advocacy and public education
The major activities receiving support through
the project are as follows:

CD4 testing for 1700 PLWHA
-
PCR testing for 400 infants born
to HIV+ mothers
-
Adherence counseling and psychological
support for 1000 PLWHA
-
Training of Health Care Workers
and Persons Living with HIV/AIDS (PLWHA) to provide
adherence counseling and psychological support
-
Anti-retroviral Therapy for 850
adults and 150 children with advanced HIV
-
Targeted approaches for PLWHA
and other vulnerable
-
Development and implementation
of Secondary Prevention Intervention Program (i.e.
brochures, videos)
-
Development of Health and Family
Life Education programme and curriculum support
materials at all levels (early childhood, primary,
secondary, tertiary)
-
Continuation of support for Mass
Media campaigns under the following themes: abstinence;
delayed sex; increased condom use; voluntary counseling
and testing; adherence; anti-stigma; and discrimination
-
Completion and dissemination of
National HIV/AIDS Policy and individual Workplace
Policies
-
Capacity building/ institutional
strengthening of PLWHA network including peer
education programmes, support groups etc.

Anti-stigma and discrimination/Human
Rights Advocacy Programme targeting political
leaders, private sector, judiciary/legal fraternity
-
Data capture, monitoring and evaluation
